Flaked Wheat gets to a mash tun without ever being malted — it's raw wheat that's been steamed and rolled flat, a process that gelatinises the starch mechanically rather than through germination and kilning. That's a genuinely different path to the same basic outcome as malted wheat's contribution: both add wheat's characteristic body and haze, but flaked wheat brings none of malted wheat's own diastatic power or its subtler flavour development.
Zero enzymes, more haze per pound
Because it skips malting entirely, Flaked Wheat depends completely on a base malt's enzyme margin to convert — it contributes nothing of its own toward conversion capacity, unlike malted wheat which at least carries some diastatic power. What it does contribute, arguably more efficiently than malted wheat by weight, is haze: wheat protein content drives Witbier's and hefeweizen's characteristic cloudiness, and flaked wheat delivers that protein without the flavour character malted wheat also brings along with it.
Where the higher ceiling comes from
Flaked Wheat's conventional ceiling, up to 40% of the grist, sits meaningfully higher than malted wheat's roughly 70% — which sounds backwards until the reason becomes clear: because it contributes zero diastatic power itself, adding a lot of it puts real pressure on the base malt's enzyme margin much sooner than an equivalent amount of self-converting malted wheat would. The percentage most references cite reflects that enzyme-budget constraint, not a lautering limit specifically.
The lautering issue is real either way
Like malted wheat, raw wheat has no husk in the way barley does, so a mash heavy in flaked wheat still risks a slow or stuck sparge without the loose physical filter bed barley husk normally provides. Rice hulls are the standard fix, stirred in at dough-in the same way they would be for a high-wheat-malt or high-rye mash.
Witbier's real formula
Traditional Belgian Witbier is built on unmalted wheat — historically flaked or raw, not malted — alongside a substantial oat addition, pilsner malt, and often coriander and orange peel in the boil or whirlpool. That's a meaningfully different grain bill from a German Hefeweizen's malted-wheat-forward approach, and it's part of why the two "wheat beer" styles read so differently in the glass despite both leaning heavily on wheat.
Where else it shows up
Beyond Witbier, Flaked Wheat is a common haze and body booster in hazy/New England IPA recipes, often alongside flaked oats, and shows up in small amounts in various American wheat beers looking for a lighter, less flavour-forward wheat contribution than malted wheat would bring.
A real difference from crystal malt at steep time
It's worth being clear about a distinction that trips up brewers coming from crystal malt: Flaked Wheat's starch is gelatinised, not converted — there are no sugars sitting ready to dissolve the way there are in a stewed crystal malt. Steeping it in hot water without an accompanying source of active enzymes (either a proper mash, or diastatic malt extract added to the steep) won't convert its starch to fermentable sugar; extract brewers wanting flaked wheat's body and haze contribution generally need either a genuine partial mash step or a pre-converted product, not a simple steep-and-strain the way they'd handle a specialty crystal malt.
Substitution
Malted wheat is the closest substitute when a brewer wants wheat's body and haze along with some of malted wheat's own bready flavour and enzyme contribution; torrified wheat, a similarly pre-gelatinised unmalted product made by a different puffing process, functions almost identically to flaked wheat in most recipes.
